1 EHR Project Overview The Franklin Regional Hospital (FRH) is a…  1       EHR Project Overview The Franklin Regional Hospital (FRH) is a 90-bed Children’s hospital which provides care to the most fragile patients: premature and critically ill neonates from birth to 15 years of age. Some of the patients have life threatening conditions that are acquired (trauma, child abuse, burns, etc.) or congenital conditions (congenital heart defects, genetic disorders, craniofacial malformations etc.). The FRH is part of the Ohio National Hospitals group, which includes an emergency clinic as well as an adult outpatient and psychiatric clinics. The leadership has approved the implementation of an electronic health record system to improve patient safety and quality care. The leadership team and the board of directors made the strategic decision that any EHR system chosen will be a “single vendor solution” so that the hospital could minimize the number of disparate systems and interfaces that it currently runs. The hospital currently runs the following: A patient admissions and registration system based on an outdated 2007 operating system, and incapable of sending patient alerts for appointmentsAn open source “clinical documentation system”Multiple paper-based charts and messaging notesMultiple databases created in Microsoft Access and resident on stand-alone computer systemsSeveral notes created in Microsoft Word and Microsoft Excel, stored on multiple stand-alone computers The focus of the current project is the implementation of an EHR system for FRH. The system will allow better access to information for patients and families, as well as enhance clinical flow and clinical decision support, which promotes evidence-based medicine and practice. The results of several studies confirm that through the use of digital information in healthcare delivery, EHR systems can be a source of significant improvements, including costs reduction, improved coordination of healthcare services, and continuity of care. FRH currently has a combination of manual and technology based applications across its major departments: Admissions, Billing, Information Technology, Hospital Administration, and Medicine. The Hospital needs to select and implement an EHR system that meets the requirements of “meaningful use.” According to the Office of the National Coordinator for Health Information Technology (ONC), there are incentive programs put in place to encourage “meaningful use” when eligible hospitals and healthcare entities select and implement certified EHR systems as specified in the HITECH provisions of the American Recovery and Reinvestment Act of 2009.  “The Medicare and Medicaid EHR Incentive Programs provide financial incentives for the “meaningful use” of certified EHR technology. To receive an EHR incentive payment, providers have to show that they are “meaningfully using” their certified EHR technology by meeting certain measurement thresholds that range from recording patient information as structured data to exchanging summary care records.
